I'm aligned with all other comments thus far. Although I believe Jive 6.0 has a new paradigmn worth investigating. In one of my client engagements, I've been working through a bid process for jive consultants and would be happy to share my feedback and experience.

In terms of requirement #3, I believe in jive 5.0 that would be a customization that you would need to scope out.

Permits entries via email, that is you can make an entry to the application from email, and don't need to open it to post to it.
