Thanks, Nick, for this thorough and enlightening research. I find your assumptions and method reasonable and credible, given the dearth of more empirical data on this. (Don’t any government agencies or trade groups collect this important employment data?)
Have you done any vertical analysis, i.e., by industrial sectors? Or even by gross categories like businesses, nonprofits, and government? My sense is that “knowledge managers” tend to cluster disproportionally in the latter two – though my “evidence” for this is purely anecdotal.

I reached out to a Teams and GDPR expert, Martina Grom from Atwork (atwork (atwork-it.com)
Here is what she said: I can only answer from my customers perspective and there was not a big issue as it was seen the way that everyone in a meeting already sees who attends and can keep that list. BUT – this are some companies and others might see it differently as GDPR is only a guideline with thousands of interpretations by worker councils and others. If a customer has a Data subject Request process in place, he will be able to answer those requests also for those attendance lists. That means: if a customer has a ready policy set for all things GDPR, he can use the functionality, but he needs to be aware about the impact. Sue

Having worked in the public sector (and quasi-public sector) including building a KM program, I'd suggest that KM tools / systems aren't different there.
They are related to the nature of the business problem that you are trying to solve (e.g. a call centre's KM problems are the same whether it is public or private; complex knowledge work is the same whether it is lawyers in a law firm or policy advisors in Cabinet Office). I mentioned this a long time ago, but I'll say it again for those who might have joined since. Over the space of 16 years we saw virtually every (Canadian) government approach to KM, literally hundreds of attempts. As the chairperson of the government's Interdepartmental KM Forum I was privileged to see these programs up close and personal. Out of these hundreds of attempts we saw only three that I would class as 'successful', i.e., that had a direct and demonstrable business value impact for more than three consecutive years: the Auditor General of Canada, Defence Research and Development Canada, and my program at Treasury Board of Canada Secretariat. In each case the KM program was directly aligned to the business needs and to contribute to the achievement of the business goals, and as such they garnered very strong senior leader support.
